IFAIK which is really not well at all... Yes to a large degree though the are talking about incentives to get into work rather then effectively fining you if you can't/don't take up training and generally taking things slower. The conservative plan seems to not care if you get into work but just to reduce the amount they pay you for any reason. Also, the language and victim blaming in that article is horrible.
